A new format of derogatory certificate of exit, downloadable on smartphone, it will be enough to present a QR code to the police who will scan it. This system aims to facilitate the use of the certificate, but the reasons for leaving remain unchanged.
Three weeks after the entry into force of compulsory confinement in France, a digital version of the displacement certificate is available. Since this Monday morning, this format of certificate, to be presented on your smartphone, is valid to justify the derogatory exits. The service is now available online, on the website of the Ministry of the Interior.
No personal data is collected with the digital certificate of displacement, assured Monday the Minister of the Interior Christophe Castaner, on France Info, this April 6. This statement is verified in fact. The data entered in each digital certificate is not collected, a source from the Gendarmerie told BFMTV.
The data is possibly stored on the user’s computer or smartphone, but is not saved on any external server. These allegations were notably verified by the French hacker Baptiste Robert, who officiates under the name of Elliot Alderson.
And on the side of the police? Police and gendarmes are invited to download Covid Reader, an application capable of reading the QR Code that will appear on each digital certificate. Also according to a source of the Gendarmerie, the police will be unable to know the number of daily exits. Once scanned, the QR code will only show the information declared, exactly as with the paper certificate. Furthermore, the QR code scan will not generate any trace in any file or server.
The digital certificate nevertheless has a difference compared to its printed version or on plain paper. The scanned QR code will allow law enforcement to access the exit schedule, declared on honor and that of the validation of the form.
“You will have to specify your exit time, but the time when you edited the document will be accessible to the police. This will prevent people from completing the certificate only at the sight of a police check. And thanks to the QR code , the police and the gendarmes will not need to take the phone in hand, they will just have to scan the screen “, said Christophe Castaner last week.
The Ministry of the Interior thus intends to protect itself against fraud and to prevent exits exceeding one hour. On the other hand, this new format does not in any way modify the reasons for exit which “remain unchanged”, specifies the government. “This format is intended to facilitate the use of the certificate. It does not call into question the very strict respect of confinement,” warns the Interior Ministry on Twitter.
