The PNV will vote in favor of the extension of the state of alarm, but will abstain in the vote of the decree by which the activities considered non-essential were suspended. An abstention that occurs after the Executive negotiated the relaxation of a text that would have practically paralyzed the industry. The PNV was very angry because the announcement was made without consulting the autonomous communities in which industry plays a key role in the economy, such as the Basque economy, where it stands at around 25% of GDP.

In fact, last week joined the PP in the Senate to force a new meeting of the General Commission of Autonomous Communities, to deal with the coronavirus crisis. To the surprise of the PP itself, the PNV supported its three members in the Table of the Upper House, which made the PSOE remain in the minority. Subsequent easing has softened the PNV response. The voting of the decrees will take place this Thursday in the Congress of Deputies. It has also influenced the redirection of relations that President Pedro Sanchez telephoned the president of the nationalist executive, Andoni Ortuzar, last Saturday to announce that he intended to extend the state of alarm.

The party leadership has decided to vote in favor of the extension of the state of alarm decree, “If this is proposed in the terms that have been communicated to us, that is, if it limits itself to extending the first decree of a state of alarm, without additional measures”, they have assured from the Sabin Etxea.

For the PNV it was essential that the Government leave a thread of activity in the Basque Country. The announcement of Royal Decree-Law 10/2020 was a jug of cold water that was criticized from Ortuzar to the Lehendakari, Ínigo Urkullu. The interpretation of that same decree, two days later, which opened the hand to maintaining a minimum activity, for example, to exporting and importing industries that must fulfill international contracts, electro intensive, or suppliers of the affected ones as essential, has allowed to redirect the relations.
