What can and cannot be done in the most advantageous islands?

De-escalation phase 1 guideDe-escalation phase 2 guideWhile practically all of Spain will happen on June 1 to phase 2 of the de-escalation, with the exception of the Community of Madrid, the Barcelona metropolitan area and its metropolitan area, Lleida and most of Castilla y León —where the El Bierzo health area does jump to the next screen – the advance guard formed by Formentera (Balearics), La Graciosa, The iron and La Gomera (Canary Islands) jumps to the phase 3. On this occasion, there will be no intermediate phases or complementary relief measures for the territories left behind, although there will be a substantial novelty: the management of the lack of control will be definitively transferred to the autonomous governments once the advanced stage has been reached.

“If there are communities that, due to epidemiological conditions, consider that instead of being two weeks in phase 3, they should be 10 days, the Government of Spain will not object,” said the Prime Minister, Pedro Sánchez, at a conference release offered from the Palacio de La Moncloa this Saturday. To questions from journalists, he clarified that the Executive will only be responsible for restricting mobility and he stressed: “From June 8 to June 21 there will be entire autonomous communities that are already in the new normal and, therefore, the state of alarm can be lifted.” But, What activities are allowed in phase 3 and under what conditions?

Back to the office

Social interactions they will begin to resemble those of before. According to the Official State Gazette (BOE), phase 3 will allow meetings of up to a maximum of 20 people both at home and outdoors. In any case, hygiene and social distancing measures will be maintained, while the protection mechanisms aimed at specific vulnerable groups will continue to be in force. The wakes can be held with a maximum of 50 persons if they are in open spaces and 25 if they are indoors. In the case of wedding, may be carried out in all types of facilities, provided that the 75% of its capacity, a maximum of 150 people outdoors and 75 indoors.

Perhaps the biggest change will be in the offices. Thousands of employees will return to their physical positions, because although the continuity of teleworking will be promoted for those people who can carry out their work remotely, from this moment on companies will be able to prepare protocols for face-to-face reinstatement, which should include recommendations on the use of protective equipment appropriate to the level of risk, the description of the security measures to be applied and the regulation of return to work with staggered hours for staff

You can go to the clubs

In the advanced stage, the capacity of the restaurants inside will go from a third to a half and can be consumed standing up, at the bar, as long as a minimum separation of one and a half meters between customers can be respected. The big news is that also they will be able to open the discotheques and nightlife bars, which must do so with a third of their usual capacity, at most. At first, conditions will not change for the terraces, so that they will continue with 50% of the tables allowed in previous years, or more if the City Council allows the space to be expanded respecting the proportion.

The last frontier will also reach hotels with the opening of common areas, that they will be limited to half of their capacity, except in restaurant services, which will be governed by the rules referred to above. The shared spaces of the shopping centers will once again be available, although at 40% of their capacity, and the capacity of the commercial establishments located in these areas will be increased to 50%, maintaining the obligation to guarantee a distance of two meters between buyers . Flea markets and street vending will follow the logic of the terraces: they will have the possibility of increasing their activity to half of the usual stalls, or more if the local authority allows the area to be increased in such a way that the proportion is respected.

Circuses, zoos and casinos are back

The cultural agenda will be extended thanks to the reopening of the performing arts and musical rooms, as well as the possibility of carrying out cultural activities in libraries and museums as long as they do not exceed 50% of the authorized capacity. Cinemas, theaters, auditoriums, tent circuses and similar show spaces may carry out their activity as long as they have pre-assigned seats and that they do not exceed half the authorized capacity in each room. they must meet the following requirements:

If held in closed places, may not exceed a third of the authorized capacity, or gather more than 80 people. If it is celebrated outdoorYou will not be able to gather more than 800 peopleThey must remain seated and keep sufficient distance.

The tourist recreation centers, zoos and aquariums they may open to the public with half the public and, with the same conditions, the return of the casinos, establishments for collective games of money and chance, gambling halls, arcades, raffles and tombolas and specific betting venues. The seminars, congresses and business fairs will be able to gather a maximum of 50 people. The transition plan towards the new normality included, in addition, the return of bullfighting, since in the squares it is guaranteed that there is one person for every nine square meters, but this possibility does not appear in the last published order in the BOE.

Gyms reopen

Some of the most important novelties are related to sports. Once phase 3 is released, you can go to the gyms that comply with the sanitary conditions required to avoid new outbreaks of the virus. Those closed spaces where events, entertainment activities or gyms are going to be held must be ventilated two hours before use, and group classes must be planned for a maximum of 20 people. Along the same lines, each material used must be disinfected after use and hydroalcoholic gel will be made available to customers.

In addition, the limitations for outdoor sports shows and activities will be relaxed. Both in open spaces and covered tracks, you can do sport in groups of up to 20 people, without physical contact and without exceeding 50% of the maximum permitted capacity. It will no longer be necessary to make an appointment and the use of the changing rooms and shower areas. On the other hand, the clubs of federated non-professional leagues will be able to carry out average training, consisting of the exercise of individualized tasks of a physical and technical nature, but not yet at the same level as in the elite.

You will not be able to leave the province yet

There are more places to go by car, but the dynamics do not change: the inhabitants of a home can occupy all the seats of the same vehicle without the need to wear a mask, while if the interested parties do not live together they must travel two by each row and with a mask. From phase 1 it is allowed to go to second residences, but you cannot travel outside the province until reaching the ‘new normal’, moment from which the government will establish “safe corridors” between those territories that have passed phase 3.

Where there are important changes is in the public transport that, for practical purposes, will operate without limitations. Thus, all urban services are restored to 100% to accommodate citizens who need to commute to work; and it is very likely that the occupation of medium and long-distance buses and trains will increase. Likewise, the prohibition to board passengers on ferries is repealed – a possibility that is subject to the evolution of sanitary parameters – and recreational nautical activities are authorized.
