A state commission wants to authorize tests. As long as they are not subject to new legal constraints.
Testing for electronic voting must be possible. But they should not be subject to new legal constraints. The Council of States Committee on Political Institutions rejects two parliamentary initiatives concerning the introduction of electronic voting.
No electronic voting system is currently available in Switzerland. La Poste withdrew its system in 2019 after the discovery of flaws. Geneva had done the same in 2018 for financial reasons. In June, the Confederation and the cantons put the project back on the table, reviewing the security requirements to be applied to the systems.
Parliamentary initiatives rejected
The resumption of work is a good thing, the committee communicated on Wednesday. She therefore refused by 10 votes to 2 an initiative by former national councilor Claudio Zanetti (UDC / ZH) to suspend work until the government solves the security problems.
By 8 votes and 4 abstentions, the committee also rejected an initiative by State Councilor Damian Müller (PLR / LU) asking for more security. The requirements have been tightened, recalls the committee.
She also considers that it is not wise for the Confederation to favor a particular system, as requested by an initiative of the canton of Geneva. The committee therefore rejected this text by 11 unopposed votes.
