The president Jair Bolsonaro signed this Tuesday, 13, a law that changes the Brazilian Traffic Code and increases the point limit for loss of National Driver’s License (CNH). He further promised that the federal government should send in 2021 another project to change the traffic legislation, since the Congress changed the original text sent by the Executive.
“It was not what we wanted, but there was some progress and for sure, next year we can present a new project seeking to correct something else”, he said, broadcasting on social networks together with the Minister of Infrastructure, Tarcísio de Freitas. According to Bolsonaro, one of the points that should be included in a new project next year is the examination of health and fitness by any doctor, which today occurs in specific clinics.
“We want the health inspection, which was not accepted by the Chamber now, it should be done by any doctor, “he said. According to the president, the idea is to” end the monopoly of clinics “and reduce costs for the citizen.
The new law provides for a gradation of 20, 30 or 40 points in 12 months, for the loss of CNH, depending on whether serious infractions occur or not. Under current rules, the CNH is already suspended when the driver reaches 20 points, regardless of serious violations. Experts criticized the move, arguing that there may be an increase in traffic accidents. For Bolsonaro, the measure will not increase violence on the streets and roads.
According to the president, the increase in the maximum score will benefit professional drivers, such as taxi drivers, truck drivers and application drivers. “We are giving a greater chance to someone who has committed a traffic violation to continue with his license. To take the driver’s license from these people is to take their breadwinner,” he said.
The new text also increases the validity of the driver’s license from 5 to 10 years for drivers up to 49 years old. The new rule will be published in the Federal Official Gazette on Wednesday, 14, but, according to the president and the minister, it will only be valid 180 days from now.
“Until then folks, if you win five years of qualification, you will have to take another license, okay? So, this deadline is there for everyone to be aware of not committing infractions, okay? That is the objective of these 180 days “commented Bolsonaro.
During the conversation, the representative stressed that the objective of the changes in the CTB proposed by the government is to “make life easier for the driver”. Without giving details, the president also commented that he vetoed an article on the regulation of motorcycle racers.
“It was not our proposal, they wanted it and it is in the project and we vetoed it, (section) allowing the motorcyclist to just overtake in lines of stationary cars or at low speed,” he said. “It is still worth a higher speed, the cyclist can follow destination.” The president justified that a motorcyclist “takes care of (his) life.” Bolsonaro did not give details about other vetoes of the text.
